Pan was born and raised in West Virginia, United States and moved to Taiwan at the age of seven. He attended Taipei American School and graduated in 1999. Before launching his acting and singing career, he attended California State Polytechnic University, Pomona (aka Cal Poly Pomona) in the United States, but left before graduating to pursue an acting career in 2009.
Will released his debut Mandarin solo album in 2002, Gecko Stroll (壁虎漫步). On 21 December 2007 Pan was special guest at Taiwanese artist Shin's debut solo concert tour in Nanjing, where they preformed their track "Shut Up" from Pan's sixth album Play It Cool. His 2009 album, 007 was released at Family Mart convenience stores in Taiwan along with those of S.H.E and Angela Zhang. It features a duet, "Be with You" with American R&B singer Akon. He held a series of solo concerts at the Taipei Arena from 6 December 2009 to July 2010.
Will starred in the Taiwanese drama Spicy Teacher (麻辣鮮師) in 2000-2001 and as a minor character in Love Train. In 2008 he starred alongside Rainie Yang in Miss No Good and as a guest star in Pandamen directed by Jay Chou, as well as Endless Love (愛∞無限) with Sandrine Pinna in 2010.
